The Trump administration has identified Idaho as a potential host state for a major portion of the nation’s high-level nuclear waste under a federally proposed initiative unveiled this week by the U.S. Department of Energy.
The plan, branded the “Nuclear Lifecycle Innovation Campus,” would place stockpiles of radioactive material in three willing states. Idaho joins Tennessee, Utah, Oklahoma, and Louisiana on a shortlist of candidates being considered for the unprecedented responsibility.
More than 30,000 metric tons of dangerous material could be temporarily stored in Idaho under the proposal, which has already secured support from the state’s top elected officials. Governor Brad Little signed an application expressing Idaho’s willingness to participate. U.S. Senators Mike Crapo and Jim Risch, along with Congressman Mike Simpson, have all endorsed the proposal.
Idaho’s Nuclear History and Conditions
Idaho’s involvement in nuclear waste storage carries decades of political weight. The state has long resisted federal efforts to become a permanent repository for radioactive material. Former Democratic Governor Cecil Andrus closed Idaho’s borders to additional nuclear waste in 1988, a decision that reflected growing public concern about the state’s role as host to the Idaho National Laboratory.
Republican Governor Phil Batt later secured a landmark agreement in the 1990s that restricted the movement of new waste into Idaho. That accord became a cornerstone of state policy for three decades.
Idaho’s current proposal to participate in the Nuclear Lifecycle Innovation Campus marks a significant shift in the state’s stance. The application explicitly carves out boundaries: Idaho will not accept a deep geologic repository below the INL site or above the Snake River Plain Aquifer. The state remains willing to consider long-term monitored storage solutions, including deep bore hole storage technology.
To facilitate the proposal, Idaho has begun reforming internal codes to streamline the pathway for establishing nuclear and hazardous waste facilities within the state.
Economic Incentive and Federal Support
The federal plan promises billions in economic benefits to states selected as hosts for the Nuclear Lifecycle Innovation Campus. Proponents argue that the initiative could position participating states as centers of America’s nuclear energy industry while generating substantial revenue and employment opportunities.
